When run with just a filename, reports the current backup status of the file.   
                                                                                
The NOBACKUP option sets a flag in the file's label to tell MPE that the file   
should not be backed up by STORE (or other backup products that check the flag).
                                                                                
The BACKUP option resets the "nobackup" flag, which means that future STOREs    
should back up the file.
